Smoke out of the oilfiller cap means severe pistonring leakage. Result not enough compression to ignite the fuel. Somehow you you have to start the engine and let it run for a while. You can minimize the current with a resistor in serie with the solenoid. The holding voltage/current when the valve is already open is much lower. This controler is designed for pre and postheating, glowplugs are energised till cooling liquid reaches 60 C. (Pin 2) Also the HDI Plugs are quick(er) heating. The older psa controlers are ok, < 1994 engine XUD7/9 the other types are also postheating. But maybe not connecting pin2 makes the HDI unit...

A diesel engine without a working governor does not keep a stable idle speed. Or it stalls or it runs 2000 rpm or so. And even with a governor you will have full throttle. What you can do is increase the max rpm which is factory set on 3000 or 3600 rpm (50 or 60 Hz) I guess 4000 rpm max is harmless,...

If older than 40 years it will remain roadtax free,you changed from petrol to diesel fuel. For cars the situation is the same, if one installs a modern commonrail diesel engine in a 40 year old car they still dont charge you for roadtax. That bike is the dieselross , made by Stephan Sanderse.
Unfortunately Stephan is not active on fora.
As far as I know he uses the original VW gearbox and a 1:1 rear bevel.
There is a fair chance he will show up at the TEXEL automotorentreffen , at least he was there 4 years ago

The V50 and V65 are using a automotive style clutch,the bigger models a special GUZZI design.
Reliable,but expensive when the splines in the flywheel are worn.

It was a automotive diesel engine,not easy to add a decompression mechanism afterwards.
But not 100 % sure it was started without decompression because i've seen it on a movie

yes.

Or try without throttle cable and operate the governor lever by hand.
If that gives you a stable idle speed the spring has to be removed.

Did you try without the spring between cable and governor ? I dont see why you need a spring there. In fact you have two springs in series(one from the governor)the force on the governor shaft depends on the rpm so there might be some interaction between both springs. Did you connect your throttle cable at the stop lever ?
If so it wont work,a diesel engine needs a governor all the time.

With a standard GUZZI gearbox and an idro convert rear bevel you get 120km/h at 3200 rpm.
With a V11 bevel 150 km/h at 3200 rpm.

Why not using the flywheel without finns before having it balanced ?
It probably will vibrate more than nessecary , but it would be good to know if the engine does not overheat , and I am quite sure that will happen....
It might save you some bucks

Maybe your pressure gauge is not fast enough to see the pressure drop when the intake valve opens.
It easy goes below atmospheric pressure , resulting in less air entering the combustion chamber.
