"I have a new yanmar 406 engine. the governor allegedly sets in at 3600 rpm. Does anyone know of a way to test this? Is there a component one can buy at a realistic price that can either pick up the rpm off the crank or somewhere mechanical? or pick up the pulse on the diesel injector pipe?
on my initial few road tests I have had a complete lack of road speed and the governor has been cutting in at an accurate speed of 45mph, will this free off and the speed build up, or have I got a problem? if anyone has any ideas I’d like to know as on reading the manual, resetting the governor is off course a nightmare betwixt engine and gear box."

You can buy a laser tacho - I got one from Hong Kong via Ebay for under 20 quid.
For a more perminant tacho you can't beat a 'Tiny Tach', as you suggest this picks up the pulse from the high pressure injector line - I have one fitted to my Enfield and I know that Dan does too on his Yanma.
Your looking for the springs to exert the maximum force on the regulator arm as 3600 is the maximum designed speed - I think Andrew Waust in Aus has a nicely loosened up Yanma that he takes to 4000 rpm on occasion.

Join Diesel Motorbike World at Yahoo groups and go to its files sections. In the Yanmar engine section you will find several excellent papers explaining the operation of the Yanclone governor. Next download the Yanmar service manual and go to pages 66, 67. You will see which holes to put your springs in.

I personally use a Sendec rotating shaft tachometer that measures off the crank. I'm very happy with it. I had a Tiny Tac and it didn’t work for very long. Some people have used a $10 bicycle computer successfully.
