Nice interesting bike.
Pity a ural frame with an existing log book (v5) wasn't used as it would have made registration a lot easier.
I would be tempted to get a road legal ural frame and graft on the part with the frame number then once registered in your name get confirmation of the changes from an MOT garage and send that confirmation in with the request to change the v5 to diesel or "heavy oil" and the capacity change.
After that it's "just" the insurance hurdle.
