Here's a video of the fuel pump modification of a Hatz 1B40 by Nanko. Normally, you can adjust a lever that very crudely allows you to control the governor max. Instead, the governor will now be set to max (3600 rpm) and the fuel pump wil be used to control the engine. It has been successfully tested, turning the flywheel will cause the injector to spew diesel and in the fully relaxed position no diesel passes from the nozzle.

I don't know the internals of a Punsun, and to be honest I could not do it myself. But I will tell you that turning the original governor lever was very, very hard by comparison, so it might be worth your while.
