..So i gave up with the rotek engine and have now another engine..
it runs good but have a hard time setting the idling.. it is running too high or shutting down at the same setting. I have the governer springs like this;
In the meanwhile without the thinner second spring, so only the small spring at the back and the black spring on the arms.
Since- i fear - it is impossible to reset the springs into an other position without removing the engine from the frame, can anyone tell me, or explain me- so i learn- in what position i could set the outer spring to secure the idling?
Like this, from 'nothing'the throttle respons is very, very fast..hence no room for normal idling..
help please..

..Tried several configurations.. no real effect, bleeded and de-aired the system, nof effect..

For one, I can see you have tension on the governor springs at rest. With the engine off and the throttle at "stop", I'm pretty sure there should be slack in the two main springs. You can NOT substitute springs for any old spring you find, its calibrated for specific tension springs. Using the wrong ones can cause twitchy governor or engine overspeed.

Thanks for the info.. i 'knew'it already but good to take a look at in this context.
In the meanwhile, i tried something desparate and it worked! i changed the big governer spring for the one i had on the - also not good idling- 10 ps rotek engine, it is 1mm longer..
Now the engine runs very good and has stabil idling.
The 13 HP- with new-developed stronger crankshaft- runs very powerfull. i noiticed myself looking for a 5th gear a couple of times!
But.. it is hammering very loudly, i might add a gasket under the fuelpump to reduce the noice..
