I've seen plenty of advice to wear ear plugs to reduce potential hearing damage from wind/engine noise. Is there any legal reason why you couldn't wear a set of in-ear headphones to cut down the external noise? Google has let me down on this one (truly these are the end times).
Ideally I'd hook them into the bike-to-bike radio / sat nav, rather than listening to music.

Don't know about legality but plenty of touring guys use earplugs like these -

From what I have read though the leads end up breaking on any in-ear headphones used like this on a bike because of the use they get. I use an autocom fitted into the helmet and earplugs - can still hear it ok (in fact too loud without the earplugs).
