Its an Enfield with Ruggerini MD191 or Lombardini 25LD425-2 engine.
Latest version has a 5 speed gearbox, with flywheel machined smaller ( how much smaller is hard to see ).:

To techy for me to fart around with. How about this, a Yanmar taco sender
This is a simple on / off switch that fits on to the fuel line. I guess you just plug the cable in to the back of the rev counter.
Did I read correctly, the Enfield suffers from bad vibrations and bad handling?
