Looks like a convertable car to me. It's got no roof and 4 wheels.
I'm sure it's a project built as a novelity. I'd love to see him drive it fast and try to turn a corner on it.
I'm thinking this is a more practical build for the Motorcycle Purist!

They look like practical fun.
